Why India's Solar Boom Is Stressing Its Power Grid

The Story

Picture an Indian city on a brutal summer evening. The sun has just set, but the heat hasn't. Millions of air conditioners hum to life at once, in homes, offices, metro stations, hospitals.

Now picture the country's proudest energy achievement: endless rows of solar panels stretching across Rajasthan and Gujarat, built at a pace few countries have matched.

Here's the awkward part. At the exact moment those ACs switch on, every one of those panels switches off.

That mismatch just got an official diagnosis. This week, the Economic Advisory Council to the Prime Minister released a working paper bluntly titled The Duck and The Camel, arguing that India's rising solar penetration is stressing the power grid, and that the grid's defining problem has shifted from capacity to flexibility.

So here's the question: how can adding more electricity to a power-hungry country make its grid less stable?

You see, a power grid has one unbreakable rule: supply must equal demand every second of every day. Not every month, not every hour. Every second. Too much power and equipment trips; too little and you get blackouts.

For decades, India's grid ran on sources it could dial up and down like a tap: coal, gas, hydro. Solar broke that logic. It floods the grid with cheap power at noon, whether you need it or not, and vanishes at sunset, whether you're ready or not.

Grid operators track this through something called net load: total demand minus whatever solar is producing. Plot India's summer net load across a day and you get a deep midday belly, when solar carries the load, followed by a steep evening climb as the sun sets and conventional plants must ramp up furiously. The shape looks like a duck, which is why engineers worldwide call it the duck curve. In winter, India's version grows two humps and becomes a camel.

And the paper found three signals that the duck is biting.

First, prices. Electricity in the exchange market now swings so violently within a single day that the peak-to-trough price ratio is approaching nine, meaning evening power can cost nearly nine times the midday rate. And it would be wider still if the market's price ceiling didn't cap it.

Second, reliability. In April and May, the grid fell short of peak demand on 36 days during non-solar hours, versus just 6 days during solar hours. The system copes fine while the sun shines. The stress arrives at dusk.

Third, waste. Because midday solar sometimes has nowhere to go, it gets curtailed, a polite word for switched off. The paper estimates that the average daily solar power thrown away in May could have run more than a quarter of Delhi for a full day.

Consider what happened on May 21, when India hit its all-time high demand of 270.8 GW. Demand peaked in the afternoon. But prices peaked only after sunset. The country's hungriest hour and its most expensive hour are no longer the same hour, and that gap is the whole story.

But here's the twist. The grid's traditional shock absorber for exactly this problem is failing at the worst possible time.

Hydropower is the one clean source that behaves like a tap: dams can ramp up within minutes when solar drops off. Except El Niño has dried up the rain. India's hydro generation fell 6.3 GW year-on-year in June, a drop of nearly 21%, the steepest since February 2024.

So who filled the evening gap? Coal. In June, coal-fired generation rose 20.7 GW year-on-year, more than double the 9.4 GW that solar and wind added combined. Read that again: in the middle of India's clean energy boom, the marginal saviour of the grid was its oldest, dirtiest fuel.

Now to be clear, solar is not the villain of this story. Analysts note that higher solar generation actually kept coal-fired output between January and May below 2024 levels, despite record demand. The problem isn't the quantity of clean power. It's the timing.

Which is why the paper's prescription isn't fewer panels. It's batteries: store the midday surplus, release it at dusk. California has already shown that large-scale battery fleets can flatten the evening spike, and proposed amendments to India's Electricity Act would legally recognise storage, push time-of-day tariffs, and reward consumers for shifting usage to sunny hours.

Zoom out, and there's a quiet irony here. India spent seventy years asking whether it could generate enough electricity. It finally can. The new question, whether it can teach a grid built for steady coal to dance to the rhythm of the sun, may prove harder. And with El Niño squeezing hydro just as the duck's neck steepens, whether the batteries arrive before the blackouts do is something only time will tell.
